In astrology 12th house is known for going abroad. 3rd house is for short journeys, 9th for long and the 12th for foreign travel. For going abroad movable signs are also important for journeys. Planets like mars, saturn, moon, rahu are important for it. If mars or Saturn or moon or rahu is in the 12th house, one may get stable in foreign land.
Shubh planet like Jupiter, if it is connected with 4thnhouse, one may get difficulties in going abroad, because 4th house is known as mother land.
So if the owner of 3rd house has relationship with 9th house or with 12th house, it is possible for one to go abroad.
For getting visa, sun should be powerful and support of Jupiter should be noted, as well as the transit of moon should be noted.
